Québec Ombudsman

The mission of the Québec Ombudsman is to assure that the rights of citizens are upheld in their dealings with the public service. He is impartial and independent, and his services are free of charge.

The Québec Ombudsman intervenes to prevent or correct infringement of rights, abuse, negligence, inaction or errors that affect citizens in their dealings with:

  • A department or an agency of the Government of Québec;
  • An institution within the health and social services network (generally as a second instance).

Thus, since May 1, 2017, under the Act to facilitate the disclosure of wrongdoings relating to public bodies, any person may, at all times, disclose information to the Québec Ombudsman indicating that a wrongdoing has been committed or is about to be committed against a public body. A disclosure may be made anonymously or not.

Recourse to the Québec Ombudsman is simple and accessible. When solicited, he:

  1. Examine the complaint and listen to all the parties concerned;
  2. Carry out a rigorous and objective investigation;
  3. If he sees that an error or an injustice has been committed, he transmits his recommendations to the authority concerned so that it can correct the situation as quickly as possible.

Since October 19, 2018, the Act also provides for protection against reprisal for whistleblowers and people who cooperate in audits and investigations.
